Arkansas State Police release proposed conceal carry rules

Arkansas State Police last week released proposed rule changes for concealed carry licenses. The changes include places where concealed carry weapons are prohibited except where allowed under Arkansas code. Governor Asa Hutchison signed Act 562 into law in March which allows concealed handguns on public college campuses, bars, airports and other public places not previously allowed. Under the new law a conceal carry permit holder may apply for an enhanced permit to conceal carry at those locations after taking eight hours of additional training. Four of the eight hours can be waived if a person has completed regular training within the past ten years.

Under the required training for an enhanced license an applicant must complete a live-fire proficiency qualification and obtain a score of 35 out of 50. An applicant must also know how to handle situations in public locations, including how to respond properly to law enforcement and how to avoid injury to innocent bystanders. A thorough understanding of issues related to carrying on a university campus is also required including the obligation to know and obey each campus’s weapons policy.

The policy also lays out enhanced training requirements for instructors.
