Another source of confusion has been with the return of absentee ballots. Some who are concerned about mailing the ballot are seeking to return them in person. But with the a sign outside the Baxter County Courthouse instructing voters to a new location for early voting, the would-be voters are trying to turn the ballots in at the early voting location.

Reese says her office is open, and completed absentee ballots must be returned to the courthouse.
