Affidavit results in arrest of mother who exposed 20-month-old to drugs

A young 20-month-old child exposed to methamphetamine has led to the arrest of his mother.

A Flippin Police Department investigation has resulted in the arrest of 28-year-old Shelby Helen Chevallier. Chevallier and her boyfriend reside on south 3rd St. in Flippin.

Flippin police, along with other officers from the 14th Judicial District Drug Task Force, executed a search warrant after receiving a report on February 8th, that the 20-month-old male child that resides at the residence was taken to Baxter Regional Medical Center(BRMC)by Chevallier for being in an altered mental state, appearing lethargic and having breathing difficulties. BRMC tests revealed the child was positive for methamphetamine.

The child was transferred to Arkansas Children’s Hospital in Little Rock. A retest of the child again came back positive for methamphetamine.

Once the child recovered and was well enough for discharge, Department of Human Services took guardianship of the child.

The search warrant on the residence was executed by law enforcement officers while Chevallier and her boyfriend had still not returned from Little Rock.

Items seized in the apartment included methamphetamine, heroin, marijuana and other drug paraphernalia.

Chevallier later told officers she was sleeping while her boyfriend was in the living room with her child. Her boyfriend woke her at about 11:30 a.m. and told her the child was having difficulties. Chevallier then noticed a change in the child’s breathing pattern. Chevallier waited until later in the evening and then finally took the child to BRMC when there was no change in the child’s condition.

Felony charges against Chevallier include exposing a child to methamphetamine, endangering the welfare of a minor in the first degree, two counts of possession of a controlled substance, possession of drug paraphernalia, and knowingly keeping or maintaining a drug premise.
A misdemeanor charge of possession of marijuana is also charged.

Chevallier is currently free on $15,000 bail bond.
