Izard Co. sex offender arrested for failing to update vehicle information

A known level-two sex offender out of Izard County is back in the detention center after failing to update his vehicle information.

The probable cause affidavit in the case states on August 15, the Izard County Sheriff’s Office spoke with 60-year-old Leeland Vaughn Slusher regarding his sex offender registration verification. During the conversation, Slusher allegedly stated he had two Honda motorcycles he acquired approximately two to four weeks prior to Aug. 15.

Investigators advised Slusher the Arkansas Sex Offender Registration Act of 1997 requires Slusher update his vehicle information in Arkansas’ Centralized Electronic Network of Sex Offender Registries (CENSOR) within 5 days.

In a post-Miranda interview, Slusher stated he was unable to provide a reason as to why he had not updated his CENSOR information within the five days. Slusher then indicated he felt as if following Arkansas’ sex offender registration requirements was a “burden” and he just “hadn’t gotten around” to adding the motorcycles to his registry information. Later in the interview, Slusher stated there were three additional trucks at his residence he failed to register.

Slusher allegedly stated the trucks were his sons and he did not have access to the vehicles, but investigators noted photographs of the trucks show the vehicles had been recently moved and the grass had been mowed underneath the vehicles.

Authorities note in total and by his own admission, Slusher owns or has access to five vehicles he failed to register with CENSOR. Slusher has also been charged with failure to comply or register with sex offender reporting requirements in the States of Arkansas, Texas and Nevada prior to Aug. 15, and has also been charged with parole violations our of the State of California prior to Aug. 15.

Slusher is being held in the Izard County Detention Center with a bond of $40,000.
