A man from Mountain View has been arrested following the alleged theft of a debit card.
According to the probable cause affidavit, on April 29, the Mountain View Police Department took a statement from a victim about a Mastercard missing from the residence in which he was staying. The victim states he went to stay a few days with his friend, identified as 62-year-old Paul Balciunas, when he noticed his card missing from his wallet. The victim stated he did not leave the residence and called the credit card company who stated someone used his card at an ATM to withdraw $700.
The victim is reportedly disabled and has an aide to help with medical and other needs.
On May 1, investigators contacted the victim to see if he obtained records showing when the transactions took place and what ATM the money was taken from.
Through a subpoena process, images from CCTV at a bank showed a male on a bike withdrawing money from the account. Investigators compared a photo of the suspect to Balciunas driver’s license and determined he was a match to the male withdrawing the money.
On July 26, investigators met with Balciunas who stated the victim gave him permission to withdraw money from the account and make a purchase from Wal-Mart.
The victim states he did not give him the card, or the information on the paper.
Balciunas has been charged with felony counts of non-financial identity fraud and theft of property.
He has been released on a $10,000 bond.
