An 18-year-old man was arrested and charged Sunday with capital murder in the weekend shooting death of a child outside his home in south Little Rock. According to the Pulaski County Sheriff’s Office, Juan Ruiz shot a boy outside a residence in the 1000 block of Hilaro Springs Road Saturday night. Rose is being held without bond.
