A Fulton County construction business owner is facing multiple charges including theft by deception and violations of the Arkansas Hot Check law.
According to the probable cause affidavit, 50-year-old Gerald Lee Helcher-Stellar wrote a check for construction materials to All Steel in Gepp on August 26 for $11,712.98. When All Steel attempted to cash the check, it returned for insufficient funds. Two days later they attempted again to cash the check and was rejected.
Fulton County Investigator, Lt. William Fawcett stated in the affidavit as of Sept. 12, Helcher-Stellar had not made good on the check and criminal history shows four or more prior felony convictions, with one for passing a bad check. He was given a cash only bond of $20,000.
In addition, Helcher-Stellar is being held on charges of theft by deception for two separate instances. One where he was contracted to repair damage to roofs and buildings in the Salem area, where he was paid $13,000 for work he never finished. Additionally, Veteran’s Affairs had him begin work on a bathroom remodel to be more handicap accessible. About six months after Helcher-Stellar took the job, he stated he required $2,000 for materials. Three months later he asked for an additional $2,600. He was given $4,600, with the job being incomplete. Bond for these two incidents total $15,000.
Helcher-Stellars is being held in the Fulton County Detention Center.
