Baxter County man serving prison time for sex crimes facing second rape charge this year

A man from Baxter County who is serving time in the Arkansas Department of Corrections for convictions of sexual assault out of Marion and Fulton counties is facing his second rape charge this year. Thirty-four-year-old James Eric Flow of Lakeview is facing two counts of rape among the five felony charges filed against him Tuesday. It is the fourth case against Flow involving sex crimes which all occurred in 2020 or 2021.

According to the probable cause affidavit from the Marion County Sheriff’s Office, the latest incident happened in July of 2020 when the mother of a 14-year-old girl, who had run away from home, believed her daughter was at Flow’s residence in Lakeview. Flow was dating the mother at the time.

Law enforcement found the girl at Flow’s house and discovered Flow had told the victim her mother said it was OK for her to spend the night there when in fact her mother had not given Flow permission to take her daughter.

Earlier that year, the 14-year-old victim says Flow raped her at her house in Summit and committed sex crimes with her in Summit and Lakeview.

Flow is facing two counts of rape and one count each of kidnapping, traveling for the purpose of an unlawful act with a minor and second degree sexual assault.

Flow was charged earlier this year with two counts of rape and one count of second degree sexual assault for an incident that happened in February of 2020 in Marion County. The details of that case are sealed.

Flow is serving 15-years in the Arkansas Department of Corrections for a pair of convictions. Last November, he agreed to plead guilty to a count of second degree sexual assault if the state dropped charges of rape and intimidating a witness. He was given 15-years as part of the plea deal. The charges stem from a case in March of 2020. No details are available as the case files are sealed.

Flow was sentenced to 72-months in the Arkansas Department of Corrections as part of a plea deal in Fulton County for November 2021 incident involving a nine-year-old girl whom he inappropriately touched several times. He was convicted of second degree sexual assault in that case.
