Man arrested for public intoxication after causing disturbance at Norfork 4th grade Christmas party

A man was arrested Wednesday on two charges, including public intoxication, after causing a disturbance at the 4th grade Christmas party at Norfork Elementary School. Forty-eight-year-old Richard James Norris is being held in the Baxter County Detention Center.

According to the incident report from the Baxter County Sheriff’s Office, when the deputy arrived, the school security officer had Norris outside, denying him reentry to the school building. The deputy noted he could immediately smell the odor of intoxicants but Norris denied he had been drinking. The deputy asked for his ID and Norris said it was in his car, but he was unable to locate his car in the parking lot. Norris was asked to take a portable breath test and blew a .20. The legal limit to drive in Arkansas is .08.

Norris is charged with public intoxication and disorderly conduct, both misdemeanors. His bond is set at $550.

A letter was sent to the parents of students involved by Norfork Elementary Principal Stacey Bradbury to make them aware of the situation and let them know the students were never in any danger. She said the situation was handled swiftly and appropriately by faculty and staff.
