On Wednesday, Gov. Sarah Huckabee Sanders announced the Bell to Bell, No Cell Act, legislation to ban smartphones and other personal electronic devices, including smart watches, from every single public school in Arkansas, beginning in the next school year. Painter says he has mixed feelings about the legislation, but the assembly does need to address the issue with cellphones and social media in the classrooms.
